People have to govern their own online communities. There isn't really an alternative to this other than forms of arbitrary tyranny. So the problem then becomes one of how to create small, maintainable systems where there are sufficient tools to enable self-governance.
Since there is increasingly little difference between online and offline this is a general societal project.
