@jim It's the secondary legislation that is the biggest problem. The Bill's reach needs to be spelt out, clearly, in primary legislation so parliament knows exactly what it is voting on.

@jim and therefore impossible for MPs to know what they are voting for. Actually, I don't think either Labour or Conservative will care because voting it through dangles the reward of complete and total control......
